Finmere Landfill: December 2021 Update

FM

I write to provide an update on Finmere landfill.

As you are aware we issued an Enforcement Notice on the operator of the site in October 2021. The Notice included a range of steps intended to help address non-compliance with the Environmental Permit, including malodour.

The final deadlines for actions required under the Enforcement Notice was 17 December 2021 and I am pleased to report that all of the required actions have been completed.

Under some of these actions the operator was required to submit reports or operational procedures, so these are currently being reviewed by our teams to ensure they are fit for purpose.

Of the actions that have already been completed and reviewed these include:
·        Placement of capping across the whole of Cell 11A south. This is made up of a mixture of permanent and temporary capping.
·        Installation of additional gas extraction wells in Cells 10 and 11A south.
·        Installation of a point source odour management spray

We will continue their work to review all of the submissions required under the Enforcement Notice, and are planning additional interventions such as a waste acceptance audit early in the New Year.

Our criminal investigations into malodour and breaches of the Environmental permit are ongoing. As this is an active investigation we are currently unable to comment on timescales or likely outcome of this.

We would appreciate your continued support through providing accurate and timely reports about malodour via our 24-hour incident hotline 0800 807060 as we address the issues at Finmere.

In recent months, I have been contacted about ongoing issues with unpleasant odours originating from the Finmere Landfill Facility. I have been liaising regularly with the operator, Environment Agency and Oxfordshire County Council about the odour and subsequent enforcement action.

I was delighted to visit King's Meadow Primary School in Bicester to read the year 5 pupils a chapter of The Whale Watchers. Authored by Dougie Poynter, this informative book has been produced by Bicester-based business BRITA with input from Whale and Dolphin Conservation.
